Prepare other ingredients
Peel and wash the shallots and garlic, finely chop the lemongrass, and use half of the horn chili, discarding the seeds so that we can stir-fry it with salt and chili later. The other half of the chili, chop it finely.
Add garlic, shallots, chili, and lemongrass into a mortar, add 2 tablespoons of annatto oil. Grind the ingredients finely, and finally transfer to a bowl and add 1 teaspoon of chili powder to have a spicy seasoning mixture.

To make the sauce, add 1 teaspoon of salt, 1 teaspoon of seasoning powder, 1/4 teaspoon of monosodium glutamate, 2 teaspoons of fish sauce, 2 teaspoons of chili sauce, and 1 tablespoon of water into a bowl. Stir well to dissolve the spices quickly.
