Soak the wood ear mushrooms in water for about 1 hour to expand, then cut off the stems and slice them into strips. Soak the vermicelli in warm water for about 15 minutes until soft, then remove and cut into bite-sized pieces.
Peel the carrots and shred them. Peel the onion and slice it thinly. Cut off the old stems of the cilantro and wash them clean, then chop them finely. Wash the green onions, cut the white parts into small pieces, and chop the green leaves.
Roast the peanuts and crush them. Peel the shallots, keeping one whole and chopping the other finely. Wash the chili peppers.

Marinate the fish
Crush 1 shallot, the white part of the green onion, 2 chili peppers, and 1/2 teaspoon of salt. Then add 1/2 teaspoon of seasoning powder, 1/2 teaspoon of monosodium glutamate, 1/2 teaspoon of sugar, and 1/2 teaspoon of pepper, and mix well.
Place the fish on a large plate and rub the marinade mixture all over the fish and inside the belly.

Stir-fried vermicelli with vegetables
Place a pan on the stove over medium heat, add 2 tablespoons of cooking oil, when the oil is hot, sauté minced shallots until fragrant.
When the shallots are fragrant, add wood ear mushrooms, carrots, onions, and vermicelli and stir-fry over high heat for 2 minutes.
Season with 1/2 teaspoon of sugar, 1/2 teaspoon of seasoning powder, 1/2 teaspoon of pepper, 1/2 of the green onions, 1/2 of the cilantro, 1/2 of the coriander, mix well, taste and adjust seasoning to your liking, then turn off the heat.

Steam fish
Prepare a steamer, add 1 liter of water to boil and place the fish plate in the steamer, cover and steam for 10 minutes over medium heat until the fish is cooked.
Continue to add the stir-fried vermicelli with vegetables and steam for an additional 4 minutes, then turn off the heat.
