Prepare the ingredients
Cut the cabbage into strips, soak in diluted saltwater, then rinse with clean water.
Cut the beef meatballs into a cross shape with a knife.
Soak the dried shrimp in a bowl of water for about 15 minutes to soften them.
Wash the scallions, separate the tops, and chop the green parts into small pieces.
Place a pan on the stove with 2 cups of water and 1/2 teaspoon of salt. Wait for the water to boil for about 5 minutes, then briefly blanch the beef meatballs for 3 minutes, and remove them.
