How to Make Steamed Rice Rolls without Mixing Flour, Using a Steamer

Prepare the Ingredients
Peel the shallots and garlic, wash them clean, and then chop them finely.
Finely chop the chili. Soak the wood ear mushrooms in warm water to expand, wash them clean, cut off the stems, and then chop them finely.
Wash the bean sprouts, cucumber, and basil thoroughly, soak them in diluted salt water for 10 minutes, then wash them again, drain them, and then cut the cucumber and basil into small strips.

Stir-frying the filling for rice rolls
Place a pan on the stove, heat 1 tablespoon of cooking oil, then add chopped shallots and minced garlic (set aside about 2 cloves of minced garlic for the dipping sauce) and sauté until fragrant. Next, add ground meat and wood ear mushrooms to stir-fry.
While stir-frying the meat, season with 1 tablespoon of sugar, 2 tablespoons of seasoning powder, 2 teaspoons of ground pepper, and 1 teaspoon of sesame oil. Stir-fry until the meat is cooked and firm, then turn off the heat.

Making the dipping sauce for rice rolls
Add to a bowl: 1 tablespoon of sugar + 2 tablespoons of water + 1 tablespoon of fish sauce, stir until the sugar completely dissolves, then add 2 minced garlic cloves and 1 minced chili, and mix well.

Rolling the rice paper and steaming it
Place a piece of rice paper on a clean flat surface, use a brush to spread water over the surface of the rice paper to moisten it, then scoop the stir-fried filling on top, roll it up, and brush cooking oil over the roll. Repeat this process until all ingredients are used up.
Place the rolled rice paper on a plate and put it in the steamer. Steam the rolls for about 10 minutes from the time the water boils until they are cooked.

When the rolls are cooked, take them out and cut them into bite-sized pieces. Rice rolls are served with various types of spring rolls, cucumber, herbs, bean sprouts, and dipping sauce made from fish sauce with garlic and chili to enhance the flavor.
