Prepare other ingredients
Peeled shallots, wash thoroughly, then slice thinly. Wash the chili peppers and let them drain.
Cut the roots off the green onions, wash them thoroughly, then separate the root part and cut the green onion leaves into pieces about 1/2 finger length.

Fish Stew
Place a pan on the stove, add 1 tablespoon of cooking oil to the pan, then add the sliced shallots and mix well. Next, add 5 tablespoons of fish sauce to the pan along with 50ml of water and 1 tablespoon of caramel sauce, 2 tablespoons of sugar, cook until boiling, then turn off the heat.
Add the fish to the pan and continue to turn on the heat on low so the fish absorbs the spices, add chilies and stew until the sauce thickens. After that, add the shallot roots, and when the shallot roots are cooked, add the chopped green onion on top of the fish and turn off the heat.
